Prepare Your Medi-Cal Population for 2027

CHW-Led Outreach, Training & Technical Assistance for the New Medi-Cal Work Requirements

Beginning January 1, 2027, new federal requirements will affect some California Medi-Cal members ages 19–64.

 

Depending on the individual, maintaining Medi-Cal eligibility may require participation in activities such as work, job training, education, volunteering, or community service. For many affected members, the requirement will generally be 80 hours per month.

 

For FQHCs, clinics, health systems, and community organizations, this creates a new challenge:

 

How do you make sure your patients understand the changes, know what actions to take, and receive the support they need before their healthcare coverage is interrupted?

 

That is where Community Health Workers can help.

A New Eligibility Gap Is Coming

The new requirements are more than a policy change.

They create a potential communication, navigation, and patient-retention gap.

A Medi-Cal member may:

Not understand that the new requirements apply to them.

Ignore or misunderstand a Medi-Cal or county notice.

Not know whether they qualify for an exemption.

Be unemployed and not know what other activities may count.

Need help finding employment, education, training, volunteer, or community-service opportunities.

Complete qualifying activities but have difficulty keeping track of their hours or documentation.

Need reminders and follow-up before their next eligibility review.

Lose coverage because they did not understand what they were required to do.

Without formal systems and solutions in place:
Continuity of care will be interrupted.

From Requirement to Opportunity

For affected members who are not currently working, employment is not necessarily the only pathway available under the new federal rules.

Qualifying activities may include a combination of:

WORK

TRAIN

LEARN

VOLUNTEER

Employment and earned income.

Participation in qualifying job-training programs.

Education and school participation.

Qualifying volunteer or community-service activities.

Our CHWs can help members understand these pathways and connect them to appropriate resources.

Through our Technical Assistance, we help organizations develop and maintain the program structure, supervision, documentation, and compliance processes needed to offer structured community-service and volunteer pathways for eligible participants.

 

Partner organizations can create a supportive pipeline where participants complete meaningful community engagement while receiving guidance and oversight from trained CHWs or designated staff.

Our model does not stop with outreach.

For organizations interested in workforce development, we can provide Community Health Worker training and related workforce pathways that help community members build practical skills while preparing for employment and community service.
